The Minnesota Racing Quality of Life Foundation was initiated in 1989 with financial assistance from the Ryan Foundation, a foundation that was formed to start drug and alcohol support programs at racetracks throughout the United States. In 1991 the Minnesota Racing Quality of Life Foundation developed its bylaws and formed a board. The Foundation was issued a nonprofit status, making donations tax deductible for its donors.
